Kentucky Senator Jim Bunning is being excoriated for blocking a bill that would have extended federal reimbursements to states for highway programs that will now be halted. Two thousand highway workers will be furloughed, and the Obama Kremlin is blaming the Kentucky senator.

Now, here’s what’s really happening. Congress is supposed to be acting under its newly reinstated PAYGO provisions, which the Organizer signed February 12. Under PAYGO Congress is required to find offsets (reduced spending or increased taxes) to pay for any new spending legislation. Now Congress wants to exempt this bill, which so happens to be the first under PAYGO. Remember, Congress and the Organizer were big proponents of PAYGO. Until it actually had to be put into effect.

    Bunning wasn’t objecting to extending benefits by $10 billion, he was objecting to how Democrats were willing to violate their own PAYGO principles by refusing to offset the outlay with unspent Porkulus money.
